In order for a vote to be held to see if workers want a union, at least 45 percent of workers must sign membership cards. There is no charge to sign a CUPE membership card in Saskatchewan.
The union certification process is confidential. Employers are not entitled to know who signed union cards. Votes are held by secret ballot, which is typically a mail-in ballot.
